• The World Bank is currentlyplanning a series of activities to support Syria in its transition out offragility by strengthening the capacity essential PFM systems and processes toimprove transparency in the use of public resources. The objective of theassignment is to provide options for setting up of a mechanism for coordinating externalfinancing, centralizing management of fiduciary risk, ensuring that externalfinancing is channeled through country systems, and preventing theproliferation of parallel procedures and mechanisms. The proposed SEAFScentralized structure will be responsible for financial management based onstandardized protocols with risk mitigation measures using country systems whichwill contribute to donor harmonization. Scopeof work1. An Inception Report to be developed at the commencement of theassignment showing understanding of the assignment and overview of the approachto be deployed in conducting the assignment. 2. Review and documentation of existingbusiness processes for the PFM cycle including commentary on how Legislative Decree 54 of 2006 onBasic Financial Law impacts design of the SEAFS. 3. Propose options fororganizational structure and job description for theSEAFS). The current capacity challenges should be considered in developing the organizationalstructure. The basic functions of the SEAFS will be planning, budgeting,accounting and reporting of recipient-executed external assistance. Thestructure will be determined by the key areas of authority, responsibility, andsegregation of duties amongst other internal controls consideration. 4. Formulate Roles and ResponsibilitiesMatrix (Workflow Approval Hierarchy) for management of donor funds.5. Develop an operations manual for the SEAFS.6. Train staff on the operations manual.
