• Tenders are invited for Safeguarding and PSEAH Assessment Consultant. Closing Date: Friday, 23. Dec 2022 Intervention Sector(s): Safety and Security Remuneration range: 4000 to 5000 (USD) Duration of Contract: 45 days Syria remains one of the world's most complex humanitarian crises, with 6.7 million people internally displaced, 90% of the population estimated to be poor, and 14.6 million people in need of humanitarian assistance. More than 6.5 million children in Syria require assistance, the highest figure since the conflict began. In 2022, the complexity and scope of humanitarian needs and protection concerns remain grave. , particularly in the Northwest, Northeast, Southern, and Central regions. Southern Syria's situation is characterized by increasingly limited access to basic goods, drinking water, education, health services, and livelihood opportunities. In response to these complex needs, Plan International, in partnership with local actor (Middle East Council of Churches)aims to improve access to educational opportunities, and the psychosocial well-being of conflict-affected children in Damascus and Dar-a governorates. The project includes rehabilitation of schools, provision of remedial support to children at risk of dropping out of school, capacity building for education staff, awareness raising and parenting sessions to mothers of enrolled children, and provision of kits and medical support to these households. According to the partnership model, Plan International works closely with partners and provides technical oversight including tools, curricula, technical trainings. Plan also ensures appropriate monitoring, coaching and follow up with partners. One of the prioritized areas to be supported is Safeguarding and Preventing Sexual Exploitation and Abuse. Plan International is committed to its duty to safeguard children, young people and all programme participants and promote their welfare. This also means holding everyone accountable for ensuring that no child or young person or any program participant is harmed or placed at risk of harm as a result of their association with Plan International. Plan International Lebanon upholds a Policy on Safeguarding Children and Young People and a Policy on Protection from Sexual Harassment, Exploitation, and Abuse as a commitment to maintaining an environment that prevents violence, including zero tolerance for sexual exploitation and abuse perpetrated by staff in humanitarian settings and these policies apply to all staff members, partners, and visitors, etc. Moreover, there is a safeguarding implementation framework, that sets processes to ensure that we do all we can to make sure all program participants stay safe and protected when they engage with us and with those who represent us. 3. Description & Objectives Purpose Plan International Lebanon is seeking a Child Safeguarding and PSHEA consultant to 1) carry out a safeguarding and PSHEA assessment for its partner, and 2) accordingly identify the needs and set recommendations for strengthening the implementation of safeguarding and PSHEA policies at the organizational and program level. Methodology The consultant is expected to carry out a safeguarding & PSEA assessment at the premises of the partner organization (MECC) in Syria. The assessment will be based on Plan-s Safeguarding Assessment form and it will include interviews with relevant partner staff and the focal points Users The results of this Safeguarding and PSHEA assessment will provide a step-by-step guide to assist partners in meeting the safeguarding standards and PSHEA core principles and this will be reflected in the safeguarding capacity building plan. The report will be available to the Plan safeguarding focal point, staff, donor, and project partner.
