Anyone who wishes to participate and who meets the conditions stipulated in the system must participate Contracts promulgated by Law No. 51 of 2004 must be submitted in three sealed envelopes. These envelopes are placed in a fourth envelope on which the name of the bidder is written according to the following: The first envelope: contains the initial insurance and identification papers with a financial stamp of 100,000 SYP + 50,000 SYP in return.
