  • Request for proposals are invited for Humanitarian Aid for Syrians - Smart Card for e-voucher/ Cash Welthungerhilfe (WHH) was established in 1962. It is today one of the largest private organizations working in the area of development cooperation and humanitarian aid in Germany. Non-profit-seeking, non-partisan and nondenominational. Donations from the population at large fund our work in Africa, Asia and Latin America. In addition, Welthungerhilfe receives grants from the Federal German Government, the European Union, the United Nations and other worldwide recognized donors. WHH has secured funding from our German donor AA/ GFFO for the implementation of an e-voucher/cash program for Syrian families living in A-zaz and Afrin/ Syria, starting in July 2021 until end ofDecember 2021 with good prospect for extension and scale up. In total, WHH wishes to transfer the value of approximately 2 Million Euros for the implementation of one project in Azaz/ Syria. The project aims to provide beneficiaries with e-voucher in order to be able to cover their needs through buying food items, hygiene items, NFI-s, and cash from local markets. The supplier must furthermore provide the possibility to cash out the e-vouchers in accordance with WHH contracts with cash agents. This tender depends on donor approval. WHH would like to receive proposals for the provision of cash transfer system (evoucher) for approximately of 6000 users in Azaz and Afrin. The supplier should be able to scale up quickly and on short notice in case of additional demand. Welthungerhilfe reserves the right to change the required quantity. In addition, Welthungerhilfe reserve the right to divide the order into lots and to award the lots to various bidders. However, Welthungerhilfe prefers to place the order with one supplier only. Minimum 6. 000 Cash cards Specifications: β€’ Enable exchange of evoucher value with food, hygiene, items, and NFI-s β€’ Enable exchange of evoucher value with cash upon donor approval β€’ Provide 24/7 services to respond to complaints of beneficiaries in Arabic All quotation prices must be indicated in EUR (Euro) currency only indicating the cost of the services to either Welthungerhilfe or the suppliers in terms of discount rates, commissions or any other benefits or fees that the supplier will realize from offering these services, and/ or as a percentage of total transferred amount. Prices must include separately, Value added Tax, Stamp tax, insurance costs, and all other taxes. In addition, price of spare cards (if applicable), and delivery of the cards. The price proposal should at least indicate the following costs: 1) Software licence costs (indicating the parameters which determine the price proposal) 2) Costs for 6.000 smart cards 3) Costs for necessary hardware (e.g. mPOS devices, printer) 4) Training costs 5) Other costs Payment Conditions (1) Payment of submitted invoices by WHH does not imply acceptance of Goods or Services or any related work under the Contract. Unless otherwise specified in the Contract, the following provisions will apply concerning payment and supporting documents. (2) WHH shall generally make payment through banking channels to Supplier within 15 days upon receipt of the following documents and any other documents/reports that may be specified in the Contract, to be sent directly to Welthungerhilfe Turkey, Binevler Mh. 23. Sk. No.8, Sahinbey / Gaziantep. (3) WHH will make payment to the bank account indicated by Contractor in its invoice, providing that the bank account is in the name of Contractor and located in its country of residence. Any request for payment to a bank account other than that of Contractor or to a bank other than one located in Contractor's country of residence must be specified and justified by Contractor at the time of making its offer. (4) WHH may withhold payment, in whole or in part, without liability and without prejudice to any other of its rights or remedies under the Contract, should Contractor fail to provide the documents required by this Article 26 of the Welthungerhilfe Terms and Conditions for International Procurement of Goods and Services or as otherwise specified in the Contract or in the event that Contractor fails to perform or comply with its obligations under the Contract, including without limitation the warranties for the Goods set forth in Article 10 of the said terms and conditions. (5) The Supplier, operating in Turkey, will issue an export invoice for the delivery of goods and services in Syria. Export invoices will be invoiced as e-archives. (we are not e-invoice payers).
