• United Nations Office at Nairobi (hereinafter referred to as UNON) on behalf of the United Nations Human Settlements Programme (UN-HABITAT) Syria Programme is inviting interested vendors to submit an Expression of Interest for the anticipated solicitation exercise to establish a Contract for Provision of Consultancy services for Social and Environmental Safeguards and Capacity Development on UN-Habitat Syria Projects / Programs - Syria.The Projects aims to provide area-based plans and deliver coordinated infrastructure rehabilitation projects in two locations in a way that is responsive to community needs and identifies social and environmental risks while demonstrating that sufficient safeguards are in place to effectively avoid, mitigate, and/or manage those risks. The main scope of works includes but is not limited to:1.Implementation Support to ensure the application of Social andEnvironmental Safeguards on the UN-Habitat program "Support to the Restoration of Minimal Functionality of Infrastructure in Urban Areas in Syria".i.Technical Assistance Towards Project Sheet Implementation; Conduct a technical project management review including scheduling and process requirements, engineering and safeguard components of the procurement process.ii. Mitigation Program Support; Provide technical support to UN-Habitat and Project Teams in the identification and compilation of data for collection to determine the trajectory of project performance within the Project Footprint andArea of Influence.iii. Monitoring and Evaluation Activities; Conduct monitoring of safeguards in accordance with the indicators and reporting requirements set forth in the Environmental and Social Management Framework (ESMP) and detailed management plans 2. Support to ensure the application of Social and Environmental Safeguards and Capacity Development on other UN-Habitat Projects / Programs.i. Train the Trainer (ToT) with technical meetings to guide risk screening and impact assessment of all proposed project activities, including data collection for assessments and consultations. ii. Risk Screening and impact analyses/assessment including compliance with required safeguards and national laws for risks screening and impact assessments.iii. Preparation of Environmental and Social Management Framework.iv. Preparation of Detailed Environmental and Social Management Plans aligned withprojects selected for funding.Subsequent to the closing date of this EOI, the UN anticipates to issue a formal solicitation document to potential companies who have expressed interest in providing the services in accordance with the requirements that will be fully specified in the solicitation document.
